Self-Selection Process for Civil Society Observers to the World Bank's Climate Investment Fund's Strategic Climate Fund's Sub-Committees

RESOLVE is providing process design, management and facilitation services for the self-selection process for civil society observers on the committees and subcommittees of the Climate Investment Funds. From April to August 2009, RESOLVE held the first self-selection process for the - the Clean Technology Fund (CTF) and Strategic Climate Fund (SCF) - and one sub-committee of the SCF, the Pilot Program for Climate Resilience (PPCR). From October 2009 to January 2010 RESOLVE held another self-selection process for the two sub-committees of the Climate Investment Fund (CIF)'s Strategic Climate Fund (SCF) - the Forest Investment Program (FIP) and the Scaling up Renewable Energy Program (SREP).

These groups decide how funds for climate change mitigation and adaptation projects will be allocated. The subcommittees monitor and approve pilot projects for CIF programs.

Civil society observers are invited to participate in CIF meetings as "active" observers, meaning they may:

  • request the floor to speak during Committee discussions;
  • request that the Co-Chairs add items to the provisional agenda; and
  • recommend external experts to speak on a specific agenda items.

Civil society stakeholders have identified some important responsibilities for observers, including the following:

  • Preparing for meetings and gathering input from members of your organization/network/community on the issues that will be raised at the meetings
  • Taking into account the concerns of the larger civil society community (and not only your own organization/network/community)
  • Sharing information from the meetings and lessons learned on the process with the larger civil society community

The observer position is a volunteer (unpaid) position; representatives of developing countries may request travel support from the CIF Administrative Unit to attend meetings.
