Proposed Self-Selection Process & Timeline

RESOLVE developed the outline of the selection process below in consultation with members of civil society and our Advisory Committee (AC). We did our best to ensure that the proposed selection process reflects the advice we heard and we believe that the process below is responsive and workable within the timeframe we have. Inevitably, we had to make some compromises, and we recognize that all of the options we considered have some drawbacks. The self-selection process is a pilot for future processes, and the lessons we learn from carrying out this process will inform future self-selection processes for observers on the CIF Committees. RESOLVE will carry out the self-selection process in the estimated timeframe outlined below.

April - May 2009: RESOLVE launched the self-selection process by reaching out to stakeholders to consult them on important criteria for observers and for members of an Advisory Committee (AC) that would give guidance to RESOLVE throughout the process. Drawing on the criteria generated by civil society stakeholders, RESOLVE then identified and invited a small group of well-respected civil society members who do NOT have an interest in holding the observer seats to join the AC.

June 1-12: The AC helped RESOLVE refine the criteria for the observer seats and develop the self-selection process.

June 15 - July 15, 2009: RESOLVE will accept applications for the observer seats. For each of the three (3) committees, the four (4) seats will be divided by the following geographic regions: one (1) developed country seat; one (1) for Africa; one (1) for Asia/Pacific; one (1) for Latin America. The candidates will apply for a specific regional seat.

July 16-17, 2009: RESOLVE and the AC will produce a shortlist of candidates of approximately five (5) candidates for each seat, using the criteria generated by stakeholders. RESOLVE invites comment from civil society stakeholders on the proposed list of criteria until July 14, 2009.

July 20-31, 2009: RESOLVE will post the shortlist of candidates and widely circulate an announcement to the civil society community, inviting stakeholders to vote on candidates from their region.

August 3-7, 2009: RESOLVE and the AC will consider first the results of the voting process and then the Criteria for Achieving Balance (detailed in the "Criteria for Civil Society Observers" document) when producing a final slate of seats for each committee. For example, if none of the four proposed observers for a committee are women, RESOLVE and the AC could decide to move the woman with the most votes into her regional seat and make the first-place candidate the alternate. RESOLVE will deliver the final list of observers to the CIF Administrative Unit by August 7. The objective is to ensure that the final selections meet as many of the established criteria as possible.
