RfP – Independent Assessment of Social and Economic Impacts of Closed Pipe Supply Chain Programs

The PPA is requesting proposals from organizations or individuals qualified to conduct 2-4 week independent assessment of the social and economic impacts and performance of the Solutions for Hope (SfH), Conflict Free Tin Initiative (CFTI), and KEMET’s Partnership for Social and Economic Sustainability closed-pipe sourcing efforts in the DRC. To support responsible sourcing and economic development in the DRC, industry partners launched SfH in July 2011, a KEMET pilot in October 2011, and the CFTI in October 2012. Anecdotally, the initiatives have improved local employment, tantalum and tin prices for tagged material and therefore income, cash flow, income opportunities for women, working conditions, and security. There have also been reported challenges, including management of cooperative funds, ownership of the process, and fluctuation in local tax regimes.

As these are important examples of the value in downstream engagement in sourcing from DRC and GLR, and as the projects have been in place for one or more years, PPA members are seeking an independent assessment of the projects against their stated goals, as well as more generally. This assessment would highlight benefits, challenges, and other lessons from CFTI, KEMET, and SfH and their application to broader sourcing and due diligence considerations for civil society, government, and companies engaged in the 3TG supply chain. In particular, the assessment would address:

  • The degree to which each program has achieved its stated goals/impacts
  • Traceability and due diligence performance to date, and how these systems comply with Dodd-Frank, OECD, ICGLR framework and DRC laws
  • The risk assessment models in place and their historical efficacy in identifying and addressing “red flags”
  • The business model for direct sourcing projects and bringing conflict-free EDRC minerals into formal, global supply chains, including competitiveness in the global market, and the ability to scale pilots
  • Local social and environmental benefits of CFTI, SfH, and KEMET including livelihoods, environmental impacts, and benefits for women
  • Changes in the security situation, such as behavior of police and militias, as a result of project implementation
  • An assessment of any gaps in the above that should be addressed; shared lessons; opportunities to apply lessons across projects; and opportunities to enhance positive impacts associated with these projects
